Ofcom is changing how it rates swear words on UK TV

Key Points

  • Ofcom will rate offensive words separately for before and after 21h00
  • “Damn” was the only swear word most people accepted before the watershed
  • Racist terms stayed largely unacceptable whatever the broadcast time
  • Viewers tolerated slightly less swearing on streaming than on late-night TV

Ofcom will give every potentially offensive word separate ratings for before and after 21h00 as part of a new review.

The regulator announced the change alongside new research into what UK audiences find offensive on TV, radio and on-demand services. Ipsos UK carried out the research for Ofcom by surveying 4,289 UK adults in March 2026 and testing their reactions to 183 words.

Ofcom said the change applies to its Quick Reference Guide, the document it gives broadcasters to classify potentially offensive words and phrases. The regulator said that participants often judged the same word differently depending on the time of broadcast and the likely audience.

It added that the new approach shows broadcasters how audiences feel about words when children are more likely to be watching, while giving them more room in adult programming after the watershed.

Ofcom’s Content Standards and Enforcement team will also draw on the findings when it handles complaints about offensive language.

How Brits feel about swearing

The survey found that every swear word tested became more acceptable after 21h00. The biggest jumps came for “wanker”, which rose by 48 percentage points, and “fuck”, which rose by 47 points. “Prick” and “shit” both climbed by 46 points.

Respondents named “cunt” as the most offensive swear word tested. Only 6% found it acceptable before 9pm, rising to 34% after the watershed.

Men proved more relaxed than women about strong language before 21h00. In the survey, 13% of men found “fuck” acceptable before the watershed, compared with 7% of women.

Respondents also showed slightly less tolerance for swearing on streaming services than on TV after 21h00. Half rated “fuck” as acceptable on streaming, compared with 57% for broadcast TV after the watershed.
