Xbox has announced a number of major changes to its cloud gaming service, which allows gamers to stream their library of games from any compatible device.

Cloud gaming means that instead of running a video game locally on your machine, you stream the video feed and controller inputs from and to a remote data centre, allowing you to play high-end titles without expensive hardware.

Xbox’s cloud gaming offering has been available for a while, but the company has just announced a series of major changes to how the service is sold, and it is not all good news.

From November 2026, gamers will be able to use Xbox cloud gaming without subscribing to Game Pass. Instead, they will simply be able to buy cloud playtime hours through the Xbox Store and stream eligible games that they own.

Note that unlike Game Pass subscribers, these customers will not be able to stream games from the vast library of Game Pass titles and will instead be limited to streaming titles already in their Xbox library.

Xbox is also introducing playtime restrictions for Game Pass subscribers, capping maximum cloud gaming playtime at a certain number of hours per month depending on the subscriber’s tier.

Where previously Game Pass subscribers have been able to enjoy unlimited cloud gaming, they will now be limited to the following number of hours every month:

  • Game Pass Ultimate: 15 hours
  • Game Pass Premium: 10 hours
  • Game Pass Essential: 5 hours

If an Xbox Game Pass subscriber uses all of their monthly playtime hours, they will be able to purchase additional cloud playtime through the Xbox Store.

The proportion of Game Pass subscribers who spend a lot of time streaming games is relatively small, with Xbox predicting that just 4% of its Game Pass customers will be affected by these limits.

While the ability to pay for cloud gaming without a subscription might be an advantage to some, the changes announced by Xbox are clearly restrictions as it feels the pressure of rising costs impacting its ability to offer cloud gaming.

“We’re introducing this model because the cost of providing cloud gaming grows as more people use it and play for longer,” Xbox said in a blog post.

“Moving to monthly limits allows us to keep offering the service while continuing to invest in its reliability and performance. We understand that for some players the practical result is a higher cost.”
