UK eyes new mandatory driver testing scheme for over-70s

The UK government is advancing plans to introduce mandatory eyesight testing for drivers aged 70 and over as part of licence renewals.

The proposals form part of the Department for Transport’s new Road Safety Strategy, published on 7 January. A dedicated consultation launched alongside the strategy seeks public and stakeholder input on replacing self-reported eyesight compliance with formal, verified tests – potentially required every three years when licences are renewed for those over 70.

Currently, drivers in Great Britain must renew their licences at age 70 and every three years thereafter, declaring they meet minimum eyesight standards (reading a number plate from 20 meters) and disclosing relevant medical conditions. No independent verification is required unless issues arise.

The government has engaged extensively with the optical sector on implementation.

On 24 February, Roads Minister Lilian Greenwood chaired a roundtable with representatives from optometrists and optical organizations. Transport officials have also met with bodies including the College of Optometrists and the Association of Optometrists during policy development.

In response to a parliamentary question from Liberal Democrat MP Zöe Franklin (Guildford) on 10 March, the Department for Transport confirmed ongoing discussions and welcomed input from optometrists on the consultations.

Franklin inquired specifically about involvement of optical providers in any eyesight testing scheme for licence renewals and whether certification would be open to any qualified optician rather than restricted to a single provider.

The response noted that there was broad engagement but did not commit to specifics on provider choice, stating the department would continue consulting as policies evolve.

The consultation explores options like mandatory tests aligned with three-year renewals, with responses due by 11 May.

While no final decision has been announced, early media coverage and government signals indicate strong momentum toward implementation, potentially as early as later in 2026 or 2027.

No broader mandatory practical or cognitive driving tests for over-70s are currently proposed in the consultation, which focuses primarily on eyesight. However, the strategy includes wider reforms to enhance overall road safety.
